Link in Footnote 4 does not work as a clickable -- copy & paste it into browser & remove the final "dot" or period (which is actually sentence punctuation, not part of the web address) & then it will work.

I just took a brief peek at this.
Personally, I see no relevance to this document for the context of the school environment, so if the intent was to obtain feedback for that purpose, I'm not seeing the connection.
This might be something worth posting in the Adults section if people would like to review from the perspective of those who might interact with the FCC.
