Yes to both questions - my son wears one and yes they make them small enough for 3 year olds - even younger! I put my PA son's bracelet on right after his 3rd birthday & it hasn't been off since! (He just turned 6 in December) I think some time this year, I'm going to have to order him a bigger chain, but other than that everything is fine.
If you do a search, there are lots of threads about what we've all put on the bracelets as far as wording & such.

If you search this topic, many members have put them on toddlers successfully.
I ordered one for my DD when she was 22 months old (and very small for her age). It fit perfectly. I called MA, and found out that they actually have smaller bracelets than they list on their website.
DD (31 months) adjusted very well to her bracelet and cries when we take it off at the doctor's.

If you do a search here, you will find lots of information on this topic...I did right before I got one for my 2 year old. We ordered it from MedicAlert which only costs $35 for the first year and includes an engraved stainless steel bracelet. It costs $20 each subsequent year. You can maintain all your child's contact info and medical info, insurance online. The tag does NOT list the child's name, only a member # and 800# which is a plus.
They will have you measure your child's wrist (easy with a string) and they can help you select a size.

I just ordered my 3 year old son a bracelet from Medic Alert today. They were very informative on the phone and said I can expect it in 7-10 days. His wrist is 5 inches around so they suggested a 5 1/2 inch bracelet.

I bought one for my 3yr old, but he wers it once in a blue moon. I bought it through my jewelry store. He was so excited when we ordered it theat he pitched a fit because he wanted to wear it. So.....they gave him a "loaner" - a silver stretch bracelet that was so tight it pinched his wrist! There went the bracelet. He will wear it sometimes when I emphasize the fact that Grandpa has one just like him!
