\"Priority seating\"???

Can someone explain to me what is "priority seating"?
I'm assuming it's a reservation.
Is this only for Disney? Does it refer to the park restaurants only or Orlando in general? How far in advance are these made?
What if I have no idea where we will be on any given day.
Are their restaurants that people would consider safe withoug "priority seating"?
My children (3 and 5) have never eaten in a restaurant.
I'm not sure if being away is the place to start.
