I am working at a day care with a child that is Wheat, Milk & Egg allergic & there is also my son that is Peanut & Egg allergic. I am looking for a Flour that we can use that is safe for all children.

I use Hodgson Mills and my PA, Egg, and Dairy allergic child has eaten it without incidence. Although we have currently cut out wheat again in her diet to see if she has sensitivities to it.
You might want to email them. My computer crashed so I lost all my manufacture emails or I would post their reply.
I use the Hodgson Mills whole wheat flour for my PA son. I called them and was told they have no nuts in their plants. Not sure about other allergens.
I'm not sure if I understand your question. You have a wheat allergic child in the day care and you are looking for a non-wheat flour or a "wheat flour"?
I found the book "The Kid-Friendly Food Allergy Cookbook" by Leslie Hammond and Lynne Marie Rominger to be helpful. Has recipies that are wheat-free, gluten-free, dairy-free, nut-free, egg-free and low in sugar.
We've used Ener-G pure rice flour with no problems.
