How do you know if you need to carry an Epipen?

My insurance is major medical only, so I can't afford to take my kids to an allergist. Under suspicion that my younger son may be allergic to eggs, I ordered a test through Prepaidlab.com and took him to a local lab for a blood draw. His IgE for egg came back at 15 or "abnormal".

This is much lower than his brother's, who when last tested was at 46. So it appears DS #2's allergy is less severe. Should he still carry an Epipen?
