Another I just don\'t get it school story

My non-allergic 10yo dd has to do a report on "How to make a peanut butter and jelly sandwich." She is in the 5th grade and has to write down the exact directions. Then on Friday someone will follow the directions to make an actual sandwich. She is bringing in jelly and told her teacher she can't bring pb because her brother is PA. (She gets it!)

So I asked my dd if anyone in her class is allergic to peanut butter. There is a boy that is and he said he can just sit at the back table. I know I wouldn't put up with this in a lower grade if I was his parent but since they are in 5th maybe it's not as big a deal to them. Even so, why do they do something where someone has to be segregated? Couldn't they make bologna and mustard or something else?
