What is involved in getting an EMT bill started in NJ?

Regarding those of you who were able to get the ball rolling regarding legislation allowing EMT's and ambulances to carry and administer epi's, how did you get started? I'd like to write a letter to my representative, but I don't know if I'm that good at getting the point across. If anyone can send me a sample letter I would appreciate it! Any advice would be welcomed.
Perhaps someone in NJ has already tried to do this?
