Epi-pen and who can administer

I am not sure what forum this should be posted in. I am in California and just updated my CPR/First Aid card. During the training the instructor informed us that in CA you cannot administer an epi-pen. You can only assist a person in using it themself. I was totally in shock. I am PN/TN allergic as is my 17 yr old son. I asked about teachers since I am a teacher and this traing was at my school. THe instructor said we can only assist and different states have different rules. I did find something on-line tonight that says the CA ed code says a school has to have someone trained in epi-pen use.
